APPLYING FOR A CERTIFICATE OF CRIMINAL RECORD(CERTIFICATE OF OVERSEAS TRAVEL)



Eligible Applicants


  • Registered residents of Miyagi
  • Most recent registered residence in Japan is in Miyagi
  • Duplicate applications cannot be made by those who have already completed application procedures at a Japanese diplomatic mission overseas or at a police station in another prefecture.

Points to Note Regarding the Application


  • We need to collect your fingerprints for the application. Applicants must come to the office in person.
  • The Certificate of Criminal Record is written in 5 languages (Japanese, English, French, Spanish and German).
  • Depending on the reason for the request, the applicant may need to apply directly to the Ministry of Foreign Affairs for a special issuance.
  • Depending on the requesting authority and the reason for the request, there will be some cases where your application may not be accepted immediately.
  • If you are staying abroad or reside abroad, you can apply at the nearest Japanese diplomatic mission. For more details, please contact the Japanese diplomatic mission in your area.
  • When applying, please call and check with us in advance between the hours of 8:30 A.M. and 5:15 P.M. on weekdays.

9:00 A.M. to 11:30 A.M. / 1:00 P.M. to 4:30 P.M. on weekdays (Monday to Friday)
Closed on Saturday, Sunday, national holidays, and New Year holiday period

*You cannot apply at a police station.


Documents Required for Application


For registered residents of Miyagi

  1. 1.Any one of the following documents that shows your name and address:
     -An official copy of your Certificate of Residence (issued within 6 months)
     -Driver's License
     -Residence Card
     -Special Permanent Resident Certificate
     -Individual Number Card (My Number Card) ※Notification Card for Individual Number is not accepted.
  2. 2.Passport ※Copies are not accepted
  3. If you plan to renew your passport or change your name, etc., please complete those procedures before coming to our office.
  4. 3.A document that confirms the necessity of the certificate issued by a government agency.
    (e.g. request letter from embassy, completed visa application form, etc. )
    If you have a digital file, please print the document beforehand and bring it.
    Documents shown on your laptop or smartphone screen are not accepted.

For overseas residents

  1. 1.Record of Deletion of Certificate of Residence or address history attached to the family register (issued within 6 months)
  2. 2. Documents verifying your current overseas address (overseas driver's license, mail addressed to the applicant)
  3. 3. Passport ※ Copies are not accepted
  4. If you plan to renew your passport or change your name, etc., please complete those procedures before coming to our office.
  5. 4. A document issued by a government agency that confirms the necessity of a certificate.
    (e.g. a request letter from embassy, a completed visa application form, etc.)
    If you have a digital file please print the document beforehand and bring it.
    Documents shown on your laptop or smartphonescreen are not accepted.

Service Fee


The service fee is 450 yen

Please make the payment in advance.


If using revenue stamps:

  • Miyagi Prefecture revenue stamps (Shunyushoshi) worth 450 yen
  • For details about Miyagi Prefecture revenue stamps, please refer to this page.

    • ※Sales of Miyagi Prefecture revenue stamps will end in September 2025.Stamps that have already been purchased can be used until March 2026.

If using the self-service register:

  • You can pay the 450 yen service fee at the self-service register located in the Passport Center on the first floor of the Miyagi Prefectural Office.
  • The linked payment barcode can also be scanned into the self-checkout unit to pay the fee.
    • ※Please bring both the receipt for submission and the original receipt to the application counter.

    Picking up your Certificate


    Your Certificate of Criminal Record will be available for pickup approximately 7 to 10 days from the day of application.
    The certificate will be given directly to the applicant in person. The certificate cannot be mailed.
    If you wish to have someone else pick up your certificate, please let us know when you apply.
    In the event that an authorized agent is to pick up the certificate, that person must show both of the following:
     -A completed power of attorney authorization letter
     -Any photo identification issued by Japanese authorities of the agent(e.g. driver's license, passport, residence card)
